One thought might be a full-employment for Congress act, requiring that while in Washington no time be spent on fund-raising and that no pay be allocated for Congress when not in session. There's more than enough work to be done. Why aren't they doing it? Well, doing the things that need to be done would require some sacrifice of comfort, security and wealth on their part.
