Not a civil war, just mutual genocide and ethnic cleansing...
Boy, you gotta give it to the Bush Administration. Between their tactical errors, they have managed to achieve the goals of the local fanatics by facilitating the dissolution of Iraq into Shiiteistan, Sunnistan, Talibanistan and Kurdistan.
Now, we have some experiences with large scale population dislocation. Just none that went well in the long run. The movement of Muslims from India to what became Pakistan and of Hindus from what became Pakistan to India didn't go particularly well, although the long term results have been great -- if you consider nuclear weapons madness, proliferation and several wars a really great set of results. The flight of the Christians to South Vietnam in 1955 really helped a lot to cement relationships for the US and the various Vietnams. We dislocated the Cherokee Nation and the other civilized tribes in Andy Jackson's time -- what did the call that? Cherokee and Choctaw's Excellent Adventure? The Original Yellowbrick Road? ...oh yeah, Trail of Tears.
Bush foreign policy. The gift that keeps on festering...
